No Spoilers! This list doesn’t look like IGN put a whole lot of thought into who was on this list. There were some that should have been high and a lot that should have being lower. And I really think number two should have been number one.
Personally I found the list naive, and except for a few well known exceptions it stuck far too closely to mainstream Marvel and DC. I’m no expert but where was Anton Arcane, who was crafted into one of the worst villains of all time during Alan Moore’s famous run on Swamp Thing, and where was Tomas De Torquearmada from the Nemesis story in 2000AD, who one UK awards as the greatest villain time and time again. I realise those may be old references, but they claimed they combed the Golden Age, Silver Age, Bronze Age, and Modern Age. Yeah right!
The current #2 has to be #1. He killed Lex Luther(Crisis), He crippled Batgirl, he kills kids for the fun of it(No Man’s Land). He started Kingdom Come. Be thankful his enemy is a super detective instead of a super hero. Can you image what he could do against Superman?
I think Adrian Veidt should be #1, his logic is extremely machiavelic but convinced almost everyone (that mattered), and most importantly his plan worked exactly as he intended to.
ProTip: Modify the html string to http://comics.ign.com/top-100-villains/10 to just see the top10
Also be warned there are some spoilers in there
If you have not read Fables yet be warned

ack… top 2 should be swapped, no 2 is so much better than no. 1
Please, #2 should have been no higher than #5 at the most.
