It was probably one of the voice actors for Paramount. Sounds like he was complaining about a script. Since Popeye mumbled everything, it might be him. According to Wikipedia, Jack Mercer was voicing Popeye at that point, I’m guessing it was him.
I’ll bet the filmakers never though anyone would ever find that. The cartoon was made YEARS before VCRs and home AV equipment capable of slowing down and replaying audio, especially from film.

I actually took the original audio and slowed that down, just to see if this was “fo realz” or a hoax.

Very likely Jack Mercer. Could also be Jackson Beck, the voice of Bluto. Always a big Popeye fan. Fun stuff!
