I thought that in the comic he was supposed to be in that “Crime Busters” thingy that Captain Metropolis tried to start, but never really worked out properly. I guess they might change that for the film, or maybe the idea is that the government/media wants to portray them as being a more cohesive group than they really were?
He was, but not in the sense of walking the streets catching thugs. His ties to the Comedian and Laurie are why mostly though. Because the Watcmen was only an unofficial title used mostly by the public (and not the heroes hemselves) he was certainly a part of that.

Hmmm… I’ve just thumbed through my Ultimate Watchmen and I didn’t find a reference to him as a Watchman, but then it’s not really a formal team.
It did remind me how much I’d forgotten from the story. I think I’ll have to re-read it now.
