The iPhone iTunes listing is cached, which means that even though a new show is up and ready for you to download, you won’t be able to do that until that cache is refreshed. The show itself has no control over this.
If you are downloading or subscribing via iTunes on the desktop, there is no cache, and therefore, no delay.
